Does anyone else believe that most of this is just publicity?

Granted Mayweather may not want to risk his undefeated record, but with all these allegations and coward-calling wouldnt this fight be the higjest grossing fight to-date? In the end couldmt all this publicity prove money walks bullshit talks?
