Is it better to start for a shitty team or take a chance on bein 2nd or 3rd string for a really good team?

i am going to be a sophomore and my mom got a new job and its not that far so i have a chance of either going to mission veijo and prob not start and be 2nd or 3rd string on jv, then same thing on varsity an might get a few starts. or go to this other school in irvine that is really bad, like really really bad. we had one undefeated season and the majority of our seasons are loosing seasons. but i would prob start on varsity next year at my position i would get a lot of playing time. which one should i go to??
