The license transfer tool didnt work on my xbox. Help?

My dad bought an xbox on ebay,and i put my old hard drive in it,and it wouldn't let me access my downloaded games,themes,and movies. I called xbox support and they told me to do a license transfer. I can only access xbox live at my dad's or a friend's house,so i went to my friend's house and i used his computer and internet to do a license transfer for my downloaded content. While i was at his house and online,the content worked,but when i brought my xbox home,the content wouldn't launch and had the exact same problem. Does anyone have a solution for this problem
